Merger of Rutland and Oakham Bridge Clubs

At a meeting of members of both Rutland and Oakham Bridge clubs in November 2021, it was agreed to merge both clubs and name the combined club "Rutland and Oakham Bridge Club".

RUTLAND AND OAKHAM BRIDGE CLUB

CONSTITUTION

(adopted November 2021)

NAME

The club shall be called Rutland and Oakham Bridge Club. It was formed on the merger of Oakham and Rutland Bridge Clubs.

OBJECTS

Its object shall be to promote the playing of the game of bridge.

MEMBERSHIP

Any person wishing to play bridge may apply to join.  The committee may at its sole discretion and without giving reasons refuse any membership application.

The committee shall have the power to caution, suspend or expel a member. In furtherance of such power, any complaint concerning the conduct of any member (the complainee) shall be made in writing to the Secretary. The committee (excluding the complainant if a member of it) shall consider such complaint within 14 days and may

  • dismiss the complaint if it considers it to be meritless, and, if so, advise the complainant that no further action will be taken, or,
  • notify the member of the complaint and require him or her to answer such complaint in writing within 7 days of notification or to request a hearing before the committee (excluding the complainant) in which case the secretary shall notify the complainee of the date time and venue   when the committee (excluding the complainant) shall hear the complainee’s oral representations.
  • The decision of the committee shall be given to the complainant and complainee within 7 days of receipt of the written representations or hearing and the committee’s decision shall be final.

Subscriptions shall be due to be paid each year by 31st January or 3 weeks after the Annual General Meeting (if later). A member shall be deemed to have resigned if his or her annual subscription has not been paid within 56 days of the date due. The committee may at its discretion waive or postpone the payment of any member’s subscription.

Each member of the Club shall be required, whether at or away from the bridge table, to conform to the standards of fair play, courtesy and personal deportment prescribed by the Bye Laws and regulations for the time being of the club and EBU, including the fundamental principle set out in the EBU’s “Best Behaviour at Bridge”.

OFFICERS AND COMMITTEE

The committee shall comprise a chairman, secretary, treasurer, play director, and such other members as is deemed necessary for the running of the Club.  Such members shall be elected at a general meeting (usually to be the annual general meeting) for one year. Members shall be entitled to stand for re-election and may hold more than one position on the committee.

The committee shall have power to co-opt additional committee members either generally or for specific purposes.

The committee shall be responsible for the management of the Club and may delegate aspects of such to individual committee members.

Save where otherwise provided, two thirds of the committee’s members shall constitute a quorum at any committee meeting and decisions shall be based on a simple majority.

The committee shall meet as frequently as necessary. The chairman or two of the committee members may require a committee meeting to be convened.

MEETINGS

There shall be an annual general meeting and such other general meetings as shall be convened by the committee or on the written request of one third of the membership.

21 days’ notice shall be given of such meeting. Any motions to be discussed at such meeting shall be given in writing to the secretary 14 days before the meeting and shall be included in the agenda to be published 7 days beforehand.

Members may vote on any motion either in person at the meeting or by email received by the secretary not later than 24 hours before the meeting commences

One third of the membership present or voting shall constitute a quorum, and save as otherwise provided, any decision shall be based on a simple majority of those voting.

Any decision to amend the constitution or to wind up the Club shall be based on a two thirds majority of those voting.

NOTICES

Any notice required to be given by reason of this constitution shall be deemed given by email and it shall be the member’s obligation to ensure that he/she has provided the secretary with an email address for such purpose.

TREASURER

1.The Treasurer shall be responsible for maintaining the finances of the Club.

2.The Club shall maintain its bank account at HSBC unless otherwise agreed by the Committee.

3. The Treasurer shall, if he or she so determines, arrange with the bank for the account to be maintained on an internet basis.

4.Authorised signatories:

The Chair and Treasurer will be the cheque signatories and online approvers to the bank account. Only one signatory/approver is required for any amounts less than £250. payable by online transfer, cheque, or telephone. Amounts of £250 and above require the signature/online approval of both signatories.

AFFILIATION

The Club shall be affiliated to the English Bridge Union and to Leicestershire Contract Bridge Association and shall endeavour to conduct itself in general in accordance with the principles and practices espoused by such organisations.
