After West passes North with 13HCPs he will have another bid (if not he would have a difficult choice of hidding ♥ s by bidding 2♣ s.
But here North can bid 2♣ .
East will make things difficult by bidding 3♥
South will either bid 4♦ and end up in4 or 5♦ or he can double to show his 4 ♠ s.
North with great stops will bid 3NT with the great stops in ♥ s.
So involving your partner with a double is the best choice (honestly).
