North opens with a weak 2♠ 

East will probably over call 3♥ to show the 5+♥ s. The double sometimes may be better, but partner will likely bid 3♣  and then 3♥ will show a stronger hand. Some Easts may pass.

South should probably put on the pressure and bid 4♠ (law of total tricks)

If not West has the difficult decision over Souths pass whether to bid 3 or 4♥ . The shape is great so 4♥  is the bid. 

So a game either way with 21 or 19HCPs.
