East too balanced with 10HCPs - Pass

South  has a safe 5 card suit for a rebid and 2 aces are useful, so can open 1♥ though some may pass.

West will pass.

North has a difficult choice 2NT (if showing balanced 11-12HCPS) or 2♣.

If North bids 2♣ south just rebids 2♥ and North may invite with 3♥ which will be passed out.

Over North's 2NT south with no shortages will probably pass.

Though 2NT makes 3♥ also makes and scores better at duplicate.
