West will pass.

North with only 10 HCP with good intermediate cards and the worst of all distributions 4333 will pass.

East has a 1♦ opening with the plan of rebidding 2♦ or maybe a double to show 4♥ s if the opposition bid.

South might consider a very weak 1♠ overcall.

As west has passed West may  bid 2♣ (though a bit weak, he is NV and  competing could be correct).

North with 4♠ s and 10HCPs has a choice of bidding the unassuming cue bid (UCB) (as with his pass he is maximum for his original pass - here is Andrew Robson on UCB)  and this is better than bidding to the level of fit - 3♠. (Here is Andrew Robson on level of fit) 

Over 2♦ East will double to show 4♥ s and probably support for ♣ s

South is minimum for hi sovercall so will bid 2♠ 

West will bid 3♣ and North will bid 3♠ - completing the bidding to the level of fit.

This is unlikely to be doubled so 2 down for -100 is better than 3♣ or 3♦ making for -110
