Interesting hand. What hands to open with only 11HCPs?
East might consider opening with 11HCPs and a 10. However the shape 4333 is the worst possible. If you put this hand in the Kaplan evaluator it only comes out at 10.8 HCPs - so pass.
South also has 11HCPs and no 10! However the shape is powerful 5521 and if you put it in the Kaplan evaluator it comes out as 14.1 HCPs and one should open 1♠.
West will pass and North will bid 2♥
After East passes South has a tough decision rebid 2♠ hiding the ♦ s as South is probably too weak to bid 3♦ ( a new suit in an unlimited hand - luckily here North's 3NT will make).
Over 2♠ North will reaslise they have a misfit which will not help making 3NT. They could show 3♣ which will result in 3N. that does make.
If South does not open (though he should). West will pass and North will bid 2♥ in fourth position. NOTE this is not a weak 2! As North could pass and the hand would be passed out it is a constructive intermediate bid showing 6+♥ s and opening points 10-14HCPs. This will be passed out due to the misfit, though 4♥ s can make.
A lot of different possibilities.
