North and East will pass.

Over 1NT West will double showing 15+ for penalties.
North will think 1NT will make 8 HCPs +12 so will pass.
East will be worried with only 1HCP that1NT will make so will bid. Either a natural 2♦ or using whatever defence system you normally used over an undoubled 1NT e.g. Landy.
Over 2♦ South will pass.
West might invite with 2NT which East will pass.
Alternative is South opens with 1♥ rather than bidding 1NT
West with a super strong hand cannot bid 2NT which is the unusual Notrump
He has to double and then rebid lowest NT to show18-20. 1NT over 1♥ would show 15-18.
Over the double North may bid 1♠ or 2♣ to show values or pass.
Over the pass East will bid 2♦ and West will bid 2NT which will be passed out.
2N by E/W should be -2 and -100. Those who bid to 2♦ - it makes for a top.
