A difficult hand to start wtih.
North will open a weak 1NT (12-14) balanced.
East will pass.
South will start a transfer with 2♥ showing ♠ s
West would like to show their values 17HCPs, but cannot double a conventional bid, as this would show 5+♥ s and some good honours in the suit. So West should pass.
North with only 3 ♠ s and 12HCPs (though shape terrible 4333 thefour 10s make it almonst 13 HCPs if you use Kaplan hand evaluator) will finish the transfer with 2♠. With 4+ card support and a suitable hand (maximum or 5 card support) you can super accept. This article explains the principles of 'super accept' though using a strong NT.
West would like to get involved with their 17HCPs and support for the other suits, but a terrible shape and a lot of Qs that are often not worth 2HCps - Kaplan shows this 17HCPs as =15.05. In addition sitting on the right of the other strong hand will not help. Pass is perfectly ok, but some may risk a double now.
Over West's double North will pass and East will bid 3♣ the lower of two equal 4 card suits. Though ♦ s are better the risk is that the doubler had a 2 suiter ♥ s and ♦ s. In this case West would convert 3♣ s to show ♥ ♦ s.
In this case the double does not work as 3♣ by East is -3 = -150 (though 3♦ is -2 = -100) versus 2♠ making = 110.
