North has a choice, bid 2♣ (strong - EBU rule that it must have either 16+HCPs or 13+HCPs with 10+ cards in 2 suits and Game Forcing is just met) but with two suits a slam in ♣ s may be an option.
Whilst 1♠ it might allow partner to help with ♣ s, however the oppostion might come in.

East has the choice between 3♥ (a bit weak) and 4♥ (a bit strong)
South will pass
West will raise 3♥ to 4♥
North will bid 4♠
East has probably already shown his hand so will pass
South will pass
West then has the choice to pass or will probably bid 5♥ .
North has little in defence so will probably bid 5♠ . This should be -1 but only if East leads a ♥ or ♠
In fact 5♥ should go off -3, but only if the defence find the ♣ and ♦ cross ruff.
Opening 1♠
East will pass
South may bid a pre-emptive 3♦
Over a pass West will double - with the aim of rebidding ♥ s to show a strong hand. Over 3♦ West will bid 3♥ .
North will then bid 4♠
Over a south 3♦ route East may bid 5♥ , but over a double he may pass.
West may bid 5♥ if East passes.
The same dilema and bids as per the strong route.
