North and East will pass.
South has a 1NT balanced 12-14 HCP bid.
West will consider bidding, especially if they have a conventional bid e.g. Landy convention where a 2♣ bid shows the majors (normaly 5+/4+ and 10+HCPs)
Being vulnerable may put people off, but this is a strong 11HCP hand (Kaplan evaluator shows it as 13.05HCps, so compete).
North has nothing to say.
East will probably bid 2♥ s which will be passed out.
Though N/S 19HCPs and 8♠ s they would go 2 off with the bas split.
E/W could make 10 tricks in ♥ s as the ♠ singleton is useful which East cannot expect as West had shown ♠ s
