With different vulnerability East might try a week 3♣ but vulnerable it is too risky.
South will bid 1♥
West may ovecall with 1♠ and North will show the shape and point count with 2♣.
South will bid 2♠ - fourth suit forcing (If west did not bid) or forcing if West bid 1♠). Either way North with no ♥ support and ♠ s well stopped will bid 2NT or 3NT.
3NT quick arrival probably suggests a minimum hand 11-13ish, 2NT slow arrivals suggests a stronger hand 14-16, allowing South to explore a slam. Here is Larry Cohen on the quick arrival principal.
Playing duplicate South will try fourth suit forcing rather than 3♦ as 3NT is a better duplicate contract.
