A classic duplicate game full of judgements. No easy solutions.
Should South open with a preempt? 10HCPs and not meeting the rule of 20 and the Q doubleton in ♠ s suggests a 2♥ opener. However it has strength and using the Kaplan hand evaluator = 11.55
Over 2♥ West is not strong enough to double.
Norths might be tempted to bid a 2N Ogust (or other type enquiry) to see if South is strong and then bid game. However North's shape is not great so they may bid to the level of fit and bid 3♥ or pass as 2 or 3♠ off 2 will score well.
Over 1♥ North will probably bid 1♠ and over 2♥ s will either try a 3♥ invitation to game (or a trial suit try that asks for help with this suit and if so to bid game) which will be passed by South as he is is minimum. Some Norths may try to bid 4♥
