Game or not game? Hand evaluation is key.
North will / should pass with a poor 10HCPs and the terrible 4333 shape. If you put this into the Kaplan and Rubens Hand Evaluator comes out at 7.7!
East also has a terrible, but 12HCP hand. The QJ doubleton is poor and using the Kaplan evaluator comes out at 10.7. Many will open it, but some will pass in position 2.
South will pass.
West has a reasonable 12HCPs so should invite to game. (Kaplan hand evaluator = 12.2). Depending on your system, a simple 2NT invite or using McKendricks
where 2♠ asks for strength and here East should bid 2NT as weak for a weak NT, with 14 or a good 13 (perhaps with a 5 card suit) would bid 3♣
Either way 2NT should be the final contract.
Though it should not make, being 1 off, those leaving it in 2NT will outscore those who pushed for 3NT.
