Will west open? 11 HCPs, Qs and the terrible 4333 distribution. If you put this in the Kaplan hand evaluator it comes out at 10.15
North with a 10HCP and also 4333 will pass.
East has a choice in position 3. Many partnerships play position 3 as a wider bidding range as partner has passed. Here many partnerships will bid 2♥ s as NV which makes it difficult for South. Here is an interesting article on Position 3 Opening Bids.
2N showing 15-17(18) is difficult with the one stop that will disappear after the ♥ lead (not knowing N has an additional stop).
Double would show 3+♠ s
3♦ is a safe bid though North is likely to pass as Souths 3♦ shows 12-17HCPs. He is unwise to bid 3♠ s (pertner by not doubling is unlikely to have 4♠ s. 3NT is risky.
With 16 HCPs what is your partnership understanding of 3♥ ? Is this asking for a stop in ♥ s which is great, some may take it as Michaels 5+♠ s and 5+ in a minor. A very risky bid if you are not sure!!
It is easier if East passes. South will open 1♦ , North will bid 2N, with 4333 shape he can show point range 10-11 (he has passed) and a balanced hand. South will raise this to 3N. Some will bid 1♠ with North and after souths 2♣, North will bid 2NT that will then be raised to 3NT.
