Following a comment from Mike T. The bidding is more difficult (as normal if South opens with a pre-emptive bid of 2Ss
Doubles over preempts by partner are for penalties only. The preempter has shown his hand and apart from a forcing bid by partner - normally 2N he should pass.

3  or 4 s by either partnership!

East will pass, even the reckless will not bid a preemptive 3

South will have a choice of 2♠ - right point count, but what a hand and Andrew Robson said 6 4 bid more and some will bid 1♠ espcially with HCPs in long suits and those two 10s.

Over 1 or 2♠  West might bid 2  or even 3  (though with weak  s and being vulnerable 3 s is risky). But over  a preempt it is often right to think the ops are stealing the contract, but opposite a past this is less likely.

If South opens 1S, over 2 from West,  North cannot double as this will be take out and may bid the lowest level of ♣ s which will be raised to 5♣ by south.

If North passes. 3  it went down -4 (could have been - 4 or -5), which is 400 and less than scoring 420 for making 4Hs.

Over 2♠ opening by South. West might pass. Then North may bid 3 or 4 . 4 makes for +420 beating the 3  - 4 by the opposition. If West bids 3Hs over 2Ss, North can double and take a lot of points - as this double if for penalties

When to double for take out.

West will open 1♥ the top of two 5 card suits.

North has the ideal shape for a take out double 4144, but has only  10HCPs (though none in the singleton). NV vs NV is OK, with facourable vulnerability you might be more likely to double.

If North passes.

West will probably bid 3 s if you have this as a preemptive bid, if not you may have to bid 2 or 4 s.

South does not have a great shape for a double, but should probably double.

Over the double West will raise the  s to 3 or probably 4 s.

North will bid 4♠ s over the double.

Then East has to question whether N/S are going to make 4♠ s.

If N bids 4♠ over 4 s this is a forcing pass situation as you have bid game freely (saying with a pass you are unsure https://www.bridgehands.com/F/Forcing_Pass.htm and leave it up to your partner whether to double for penalties or bid  5  -  he should not pass). As East is not sure as he has some defensie values in ♣ s and West has 14HCPs and values in  s so will probably double. Very borderline decisions.

If North doubles over 1 will mean East is more likely bid 4 s to make it difficult for the oponnents.

South has a good hand over Ns double so will bid 4♠ s then West has a difficult decision. As  s have been agreed a double will be for penalties, but with the extra  he will probably bid 5 s.

North is then in  a forcing pass situation so being slightly weak in HCPs for his double he will probably bid♠ s, rather than pass and leave the decision to partner.

Lots of different routes.

South and West will pass.

North will bid 1  and south is likely to bid 2 s Michaels cue bid to show ♠ s and a minor (though some may play this cue bid as top2 unbid suits ie ♠  and  )

South might consider 3 s not ideal with only 3 card support. Either that or a double to show values 8+HCPs.

West will probably bid the lowest NTs to ask partner to bid his minor.

North will probably show his 5th  by raising 3 to 4 . Over his partners double  it is more difficult, but as  s are solid he will probably bid 4 .
