How do these sources relate to each other?
The LAWS recognise a 'Regulating Authority'. In England, that authority is the EBU. (LAWS 80.A.1.c)

The LAWS allow the Regulating Authority to recognise a 'Tournament Organizer'. The Regulating Authority and the Tournament Organizer may be the same body. (LAWS 80.B.1)

The LAWS allow the Tournament Organizer to announce regulations supplementary to, but not in conflict with, these Laws. (LAWS 80.B.2.e)

The WHITE Book is published by the EBU, as is the BLUE Book, and says that their contents are adjuncts to the LAWS and each other. (WHITE 0.1)
