Members are reminded that asking questions and then passing can be construed as UI. Do not ask if you have no intention of bidding. This is similar to Hesitation then passing. Players should have system cards at all times and check with their opponents before playing the first hand to find out what their system is, this will reduce the need to ask questions. Questions can still be asked after the bidding is finished and  before the first card is played without fear of UI.
