First brave step is that North opens a pre-emptive 3♥ . Can North promise 6 tricks? No, but they can get so close that it is still a good 'sticking a spanner in the works bid'.
Second brave step is that East should double for take-out. With 15 points they are way too good to give up and although pretty their ♥ QJ offer no stop at all to North's Hearts.
Third brave step is that South must 'continue the pre-empt' and bid 4♥ . They don't expect to make 4♥ but they are definitely bringing an extra trick to the party therefore if 3♥ is safe then so is 4♥ .
The final brave step is that West must bid 5♣, if not 6♣ . NS are clearly trying to buy the auction but East's double shows a tolerance for Clubs, and with an eight card Trump fit West has only 5 Losing tricks. West can assume a LTC of 7 for East so 5♣ should be OK and there is almost certainly a play for 6♣ .
NB: even if South passes 3♥ X then West must bid 5♣ .
