The Grand National Handicap is open to all Club Members who have an EBU ranking not higher than a 3 Star Master.  In other words they must have less than 20,000 black points.  The Handicap is the number of points issued by the club in the previous club year, i.e. from 01/09/15 to 31/08/16.
