Minutes of the 2008 County AGM

           Minutes of the Annual General Meeting of the CICBA

            Held on Sunday April 27th 2008 at the Portelet Hotel

Norman Le Cocq acted as Chairman in the absence of John Seymour

Apologies for Absence were received from Pat Panter John Panter Mike Allen John Seymour Sean Galpin Rosemary Pallot & Jane Watts-Wakeham.

The minutes of the previous annual general meeting were read & approved, subject to a record that one of the points raised by Brian Youd was that the existing County may no longer be able to afford the travel costs to run as a county, proposed by Ann Burnett & seconded by Howard Basden-Smith.

The minutes of the Special General Meeting of the County held on Saturday 3rd November 2007 at La Trelade Hotel Guernsey were read & approved proposed by Martin Jones & seconded by Ken Wise

Matters Arising

It is with regret that we have learnt of the closure of the Portelet Hotel later this year due to extensive alterations. The Lambourne Jersey Festival of Bridge is now seeking a new venue. Ken Wise addressed the meeting and advised that he has been trying to negotiate with some of the Hotels with conference room facilities. Unfortunately the charges for the hire of the conference rooms could cost between £300 & £500 per day. The Portelet Hotel has not charged for the use of the rooms used during the Bridge Congress. Any cost for the room hire would come directly from the profit of the Congress, which is shared between the CICBA Special Fund and the EBU on a 50/50 basis.

Brian Youd suggested that even if £3000 was paid for the playing room the special fund would still receive a reasonable profit distribution from the Congress. Martin Jones agreed with Ken Wise that we have to be careful with use of special funds. It is important that a new venue is found quickly for 2009 to allow participants of the 2008 Congress to book up for 2009 while they are in Jersey and to maintain the good atmosphere of the Congress.

Chairman’s Report

Norman reported that it had been an eventful year regarding the organisation of competitions. The County pairs final being played on Sunday 20th April at the Victoria Club, after having been postponed in December 2007 due to inclement weather. The County Teams final arranged for Sunday 13th April had to be cancelled at the last minute due to illness and it had been decided that the Guernsey team won by concession. The entries for the Pachabo close on 19th May.

Brian Youd suggested that the County teams final be kept open at the moment & possibly be re-arranged if both teams agree a date rather than concede. It was decided to discuss the matter further in the County Management Committee meeting.

Pat Panter & Mike Allen are looking into the rulings regarding the County teams and County competitions generally.

The County one day Green Point event was held in Guernsey at the Carlton Hotel on Sunday March 9th. Thanks went to Martin Jones for organising this event & Congratulations to Robert Plumley & Susie Farnon who were winners of this competition.   A similar event was to be arranged in March 2009.

The Inter-Insular A and B team matches were won convincingly by Guernsey.

He thanked Chris Blackstone Sue Griffiths Ken & Hilary Wise for the excellent work done with regard to the congress.

It was with regret he had to report the loss of Perry Darwen & Marion Warstat. Cathy Hepburn has left Jersey & is now living in Scotland.

He thanked John Seymour for all the work he has done over the years & wished him a speedy recovery.

Treasurer’s Report

John Honey reported that the Jersey District had a surplus this year of £157.07 Guernsey District are deficit of £159.66 due to £500 being spent on a laptop computer & £800 was set aside for new boards and cards for the one day green point event. The Jersey District had paid its biennial third party insurance premium.   Total cash in bank for Jersey District is £5,806.92, £5,000 of which has been transferred to a fixed deposit account to gain interest.

It was proposed at the District AGM to keep the table money at £2.50 despite increase in rental of £250 p.a.

The final profit of the green point event in Guernsey was £111, excluding the travel subsidy of £960.

Jersey & Guernsey break even in total.

Special Fund

The Special Fund stands at £8,668.85 The Lambourne Jersey Congress generated a profit of £8,046.72 for the CICBA.   Expenses for the year were £7,237.23. The total surplus for the year was £1,323.79. The profit of the Jersey Congress is not taxable by concession – Jersey tax would only be payable on the yearly interest if this exceeds £1,000.

Harold Walden asked if money could be made available should the dealing machine need replacing and this was approved. The audited accounts were approved, proposed by Martin Jones & seconded by Howard Basden-Smith.

It was agreed to accept the 4 points relating to the change of financial year, AGM and constitution considered by both the Guernsey & Jersey Districts at their respective AGMs in 2008 and to approve the changes at the County level, proposed by Martin Jones and seconded by Howard Basden-Smith.

There is no interest in splitting Jersey/Guernsey into two separate Counties & therefore should remain as it stands.

There is a special meeting of EBU representatives in June to discuss the proposed  pay to play scheme. Pat Panter as the County representative will be voting on our behalf.   The scheme had been agreed at both the Guernsey and Jersey District AGMs and it was agreed that Pat should vote in favour.

Mike Allen is retiring as County Auditor. Howard Basden-Smith proposed Les Allam as the new Auditor seconded by Chris Hill.   Our thanks to Mike Allen for all the work he has done over the years.

It was suggested By Brian Youd that prize money at the standard rate should be included for the Inter-Island Sim pairs.   This would be discussed at the County Management Meeting.

There is a possibility that training courses for Directors could take place in Guernsey during the Guernsey Congress provided that there was a minimum of 6 attendees.

Brian Youd enquired whether, following the change in timing of the AGM in future, the quorum for members meetings should be increased from 10 to say 20.   This was to be considered at the Management Meeting.

There being no further business thanks were given to the Committee for all of their hard work & the meeting was closed at 11am.

Welcome to this the first of what I trust will be regular monthly blogs which I hope will entertain you and in some cases educate you. I shall aim to bring you news items you may not have seen regarding Jersey the Channel Islands and from the wider bridge world.

Looking back on the month just gone we saw a high percentage score from Chris and Jane ( 76.19 ) whilst a number of pairs returned high 60s in the first round of the Winter Cup which started its run at the end of the month. This competition has now been running since the mid 1980s and proves to be as popular as ever. Whilst a good partnership understanding is vital in bridge one shouldn’t overlook the value of “a change is as good as a rest”.

The District Committee met earlier this month and, with just a few queries, selected the A & B teams to play against Guernsey in November. Once they are finalised the teams will be posted on the notice board and on the web-site. No matter who is selected let’s hope we can beat Guernsey this year as they have won this inter-insular for the last two years.

This brings me on to what I hope will be an educational point with regard to playing teams matches. In a pairs competition you are comparing your score with the rest of the room and will be looking for overtricks to achieve that illusive top. However in teams play you are only concerned with the score achieved by your team mates and the loss of an overtrick will only cost you one imp. In teams the golden rule is to make your contract first and then look for the overtricks.

I take it you have all seen Sue Rankin’s tips for Team Players on the Highfield web-site and I would like to make a few more. Firstly in an uncontested auction bid one more if you are in doubt as not to do so could prove to be costly. Secondly do not overbid contested part score deals as the loss of -500 on a hand worth only +110 to your opponents is hard to explain to your team mates when scoring up. And finally

seriously think about not doubling your opponents on part score hands as your gain is likely to be no more than 2 to 5 imps as against doubling them into game which could cost you in excess of 10 imps.

For those of you who are interested the EBU Guernsey Congress is taking place at La Trelade Hotel in St. Martin from 19th to 28th September. With green pointed seniors pairs and teams events played on the mid-week afternoons and Swiss pairs and Swiss

Teams at the weekends a full 10 days of bridge can be enjoyed. I understand that there are 12 travelling from Jersey at this time and wish them well. I further understand that one or more of the members of the English teams who played in the recent European Championships will be in attendance. There is still time to enter and you can download an entry form from the EBU website if you decide to go.

Finally the District league teams started last week with an entry of eight teams. The second round of this has had to be postponed ( 6th October ) being replaced by a final round on 20th April.

Lead Q clubs. You can see that you probably have 10 or even 11 tricks as there are only two possible losers if you can pick up the Q hearts. Also the A spades may be with west. To give myself the best option and maximise the number of tricks I played as follows;

  1. Won the club in hand, played a club to the Ace and ruffed the last club all following.
  2. The stage is now set for an early end play as I cashed the A hearts and then a small heart towards the K 10. When west followed I finessed the 10 not concerned that this might lose to the doubleton Q. If east had the Q then he would have been enplayed as he would have to a)  lead a spade, b) lead a diamond or c) give me a ruff and discard.
  3. As it happened the finesse was right ( odds favour a 3-1 split when missing 4 cards ) and now all that remained was to ruff out the Q diamonds ( they split 3-3 ) and draw the last trump on getting to dummy to give me two spade discards on the diamonds and just giving up a spade at trick 13.

Unusually for a congress event only one other declarer found this line of play as the traveller gave all other declarers 11 tricks when they played for the drop of the Q hearts and found the A spades with west.

BRIAN'S BLOG 9th OCTOBER 2008

Well the EBU Guernsey Congress is over for another year and most of the Jersey contingent returned tired but on the whole reasonably pleased with their performances.

The bridge started on the Friday evening ( 19th ) with the usual pre-Congress pairs but unfortunately no Jersey pairs were in the frame.
The event started in earnest on the Saturday with the first two sessions of the Swiss Pairs and finishing just after 11pm on the Sunday having played 12 eight board matches.

When the dust had settled Jacquie Rumball and Robert Brouard had finished in 3rd place from a field of 76 pairs, an excellent performance indeed winning the
CI Trophy in the process.

Monday proved to be the only day of the 10 day event where there was no bridge in the afternoon and most players took advantage to do some shopping in St.Peter Port without suffering the dreaded GST. In the evening the Pivot Teams were held with Rosemary, Norman, Sue and myself finishing 5th. Jacquie Rumball who had now joined in a team from the mainland won the event with a score of +73.

Tuesday afternoon saw the start of the Seniors Pairs and following the culmination on the following afternoon Marion Miles and Robert Brouard finished in 11th position from a field of 42 pairs. Tuesday evening saw the the mens and ladies pairs events with Robert Brouard and Peter Pitcher finishing in 5th place for what was I believe a new parnership. Unfortunately none of our Jersey ladies finished in the frame although Jacquie Rumball playing with Peggy Moss did finish in 4th place.

Wednesday evening saw the mid-week Mixed pPairs with Marion and Robert coming 6th from a field of 47 pairs. Jacquie, unable to find herself a man for the evening paired up with Peggy Moss again to win the Open Pairs prize in finishing 7th.

In the Seniors Teams event played on the Thursday and Friday afternoons the team of Marion and Robert with Howard and Meredith won with a score of +76 with Rosemary, Norman,Sue and myself coming 4th.

The Multiple teams played on the Thursday evening ended with only one Jersey team in the top half of the field but unfortunately outside the frame.
And so to the final event of the Congress the Swiss Teams played over 4 sessions and consisting of 13 eight board matches. As usual the Norwegian team headed by Rune Hauge from Guernsey won with the Jersey team of Peter and Gill Pitcher with John and Fiona Honey finishing 10th and collecting the trophy for the best CI team in the event. Jacquie continued her excellent Congress by finishing 7th with her team from the mainland.

All told a total of 18 from Jersey attended the Congress either in whole or in part and no doubt will all be back again next year. You will find under a separate section a very interesting hand which has instructional and yet safety lessons from a mid-week teams session.

Announcement re League Teams 2008/09

In the interests of maximising the competition, the Committee has considered the circumstances surrounding one team not being able to field a team and participate in the first month of the event in September and has decided that such team:

1. will be penalised 3 imps against each of the other teams and will therefore start with a score of minus 3 against each of the other teams (minus 21 in total), but

2. will qualify to compete for the remainder of the competition and, if the team does well enough, be able to win the League Teams competition.

In this way such team will be able to participate for the remainder of the competition and have the incentive of possibly being able to win the competition.  There will therefore be 8 teams in the competition going forward.

This should not be taken as a precedent and, if any team is unable within the rules of the competition to field a team for a subsequent month of the competition, the Committee may consider this based on the particular circumstances relevant to that occasion.  It does not mean, nor should it be interpreted, that any team will be penalised 3 imps against each other team if such team fails to participate in any of the subsequent monthly elements to the competition.

Rules for League Teams

League Teams - 2008/09

Each team will consist of no more than 6 players.

No player may play for more than one team.

Team nominations will be requested prior to the first round of the competition on Monday, 1st September 2008, including the name of the nominated captain.

Two further players - who have not previously participated in another team - may be brought in if absolutely necessary.

Each team can employ no more than 4 players per session. Any team playing in 50% or more of the 6 available rounds will have their scores included in the final result, however, any team playing less than the requisite 6 rounds cannot win the event.

The winning team is the one which loses the least number of matches against all other teams.

This is decided after all 6 rounds have been played and the net score + or - is recorded. A net score of zero counts as a win for each side.

 In the event of a draw, then the team with the highest average win in MP's will be the winning team.

In the unlikely event that the two leading teams are still drawn, then the team with the highest number of wins will be declared the winner.

Team members who have played in only one round will not be eligible to share in the award of master points.
